P.H.R. Ken Micronesia Inc. announced the promotion of two executives to lead Guam operations for its group.

Yanagisawa
Ken Yanagisawa has been named president of P.H.R. Ken Micronesia Inc.
He will also remain general manager of The Tsubaki Tower, president of PHR Management Inc. (a post he was promoted to in 2015 overseeing properties in the U.S. mainland) and executive managing director of Ken Hotels & Resorts Holdings Ltd.
Yanagisawa, originally from Nagano in Japan, has been working with the group for more than 20 years. He managed Pacific Islands Club Guam from 2011, when it was acquired by Ken Corp., until 2015.

Ferguson
Ben H. Ferguson has been named vice president of PHR. He formerly was senior managing director for PHR.
He will remain general manager of Pacific Islands Club Guam, a post he was promoted to in 2015, after serving as executive director of the resort. Ferguson has lived in Guam since 1989 and has been with PIC for 32 years.
Ken Corp. properties in the Mariana Islands include The Tsubaki Tower, the Hyatt Regency Guam, the Hilton Guam Resort & Spa, the RHIGA Royal Laguna Guam Resort, Pacific Islands Club Guam, the Hotel Nikko Guam and Country Club of the Pacific in Guam and the Aqua Resort Club Saipan. The chain also has the Spa Ayualam at three Guam properties.
Citadel Pacific Ltd. has announced the following appointments.

Oehlerking
James I. Oehlerking as chief technology officer for Citadel Data Centers.
Oehlerking was previously CEO of ITE, a post he has held since February 2015. He has served on the board of the Guam Solid Waste Authority.

Gibson
David Gibson as CEO of ITE. He was previously president of Locke Hill Consulting, and formerly chief revenue officer of Comnet Broadband, headquartered in Castle Rock, Colo. and has more than 25 years of experience in the telecommunications industry.
Gibson holds a 1996 bachelor’s degree in health management and policy from the University of New Hampshire in Durham, N.H.
He was the chairperson of the board of the school district of Barrington, N.H.

Scogin
American President Lines has announced the appointment of Jack Scogin as general manager for its Guam office and the region.
He joined APL in June 2018 and has held leadership positions as director in its network and trade departments for Dubai in the United Arab Emirates and in Texas for the Gulf region of the U.S. mainland.
Prior to that, from 2012-2018, Scogin worked for U.S. flag ocean carriers ARC (American Roll-On Roll-Off Carrier) and Crowley in the Middle East, the Gulf region of the U.S., and the Caribbean region, managing operations in support of U.S. government transportation and logistics.
Scogin began his career as a U.S. Army Transportation civilian intern at Fort Eustis — a U.S. Army installation in Newport News, Va. He then worked in a variety of overseas military transportation operations and planning roles before transferring to the commercial sector in 2012.

Quidachay
APL has also announced the promotion of Michelle Quidachay to director of Business and Market Development for APL Guam and Saipan.
She previously served as senior account manager and has been with APL since 2016.
Prior to that, Quidachay was with Horizon Lines Inc. and has more than 25 years of experience in the transportation and logistics industry.
She has served as a member of the board of directors of the Guam Contractors Association and the National Defense Transportation Association.
The FHP Health Center has announced the addition of two physicians to its team.

Liu
Dr. Pei-Chang Liu was previously an intensivist at Guam Regional Medical City and formerly chief medical officer for United Family Health Care in Tianjin, China. Liu served his internal medicine residency with the Yale New Haven Health System. He later completed a fellowship in geriatric medicine at the Beth Israel Deaconess Hospital and a fellowship in critical care at the Beth Israel Deaconess Hospital-Needham, both in Connecticut. Liu began his career in healthcare as a medical officer with the Army of the Republic of China, Taiwan.
He holds a 2003 medical degree from the National Taiwan University in Taipei, a 2007 master’s degree in public health from Harvard University, a 2014 master’s degree in professional studies from Cornell University, and a 2023 master’s degree in biotechnology enterprise from John Hopkins University.
Liu is certified by the American Board of Geriatric Medicine, the American Board of Internal Medicine, and the American Board of Hospital Medicine. Aside from Guam, he is licensed to practice in Massachusetts, and locations in China and Taiwan.
He has been recognized with the 2014 Best Teacher Award by United Family Hospital, the 2014 Best Instructor by the Koo Foundation Sun Yat-Sen Cancer Center and with the National Taiwan University presidential award in 1998, 1999, 2001 and 2002.
Liu is a member of the Guam Medical Association, the American Medical Association, the American College of Physicians Society of Internal Medicine, the Society of Critical Care Medicine, the American Geriatric Society, the Massachusetts Medical Society, the Taiwan Medical Association, Taipei Medical Association, and the Taiwan Public Health Association.
Dr. Gabriel C. Miranda Jr. was previously administrative chief resident at Kaiser Permanente Orange County in Santa Ana, Calif. and was formerly a resident physician. Miranda completed his family medicine residency at Kaiser Permanente.
He holds a bachelor of arts degree in mathematics with a pre-health concentration from the College of the Holy Cross in Worcester, Mass., a degree in medicine from the Tulane University School of Medicine in New Orleans, La., and a master’s degree of science in biomedical sciences from the Tufts University School of Medicine in Boston, Mass.
Miranda holds a California Physician and Surgeon A License, and Pediatric Advanced Life Support, Advanced Cardiac Life Support, and Neonatal Resuscitation certifications. He is a member of the American Academy of Family Physicians and is licensed to practice in Guam.

Camacho
Lawrence F. Camacho has been appointed commissioner of the Northern Mariana Islands Public School System.
He was previously dean of enrollment management and student success at the University of Guam, and formerly chairman of the Military Science Department at Drexel University in Philadelphia, Penn.
Camacho served in the U.S. Army, most recently battalion commander at Joint Base Langley-Eustis in Virginia.
He holds a 1991 associate degree in business administration from Pasadena City College, a 1997 bachelor’s degree in public administration from the University of Guam, a 2007 master of arts in leadership and liberal studies from Duquesne University in Pittsburgh, Penn., a 2009 master of arts in military science from the U.S. Army Command and General Staff College at Fort Leavenworth in Kansas, a 2018 master of arts in higher education from the University of Louisville in Louisville, Ky., and a 2019 doctorate in education from Drexel University.
Among other community service posts, Camacho has been a volunteer for Habitat for Humanity, a coach for the Little League Baseball and Pop Warner Youth Football Inc. and a member of the Veteran Task Force at Drexel University.
Guam Regional Medical City has announced the addition of two interventional cardiologists to the hospital’s cardiovascular team.

Golla
Dr. Maheswara “Mahesh” Satya Golla is also the director of Cardiovascular Medicine at GRMC.
He served as interventional cardiologist at Camden Clark Medical Center, West Virginia University in Parkersburg, WVa.
He holds a 2011 bachelor’s degree of medicine and bachelor’s degree of surgery from the NTR University of Health Sciences, Vishakhapatnam, Andhra Pradesh, India. He served his internal medicine residency in 2016 at St. Elizabeth’s Medical Center, Tufts University School of Medicine in Boston, Mass.
Golla’s training includes a 2020 fellowship in interventional cardiology at St. Elizabeth’s Medical Center and a 2019 fellowship in cardiovascular medicine from St. Elizabeth’s Medical Center.
Golla is certified by the American Board of Endovascular Interventions, the American Board of Vascular Medicine, as a registered physician in vascular interpretation, by the American Board of Internal Medicine – Interventional Cardiology, by the American Board of Internal Medicine – Cardiovascular Medicine, the American Board of Internal Medicine – Internal Medicine, by the Certification Board of Nuclear Cardiology, by the Certification Board of Cardiovascular Computed Tomography, and the National Board of Echocardiography.
He is a fellow of the American College of Cardiology, the Society of Cardiovascular Angiography and Interventions and the Society of Vascular Medicine.

ElBebawy
Dr. Bishoy ElBebawy holds a 2013 bachelor’s degree in medicine and a bachelor’s degree in surgery from Ain Shams University in Cairo, Egypt and completed his internal medicine residency in 2019 at the Bassett Medical Center- Columbia University Internal Medicine Residency in Cooperstown, NY.
ElBebawy completed a fellowship in cardiovascular disease in 2021 at the Lake Erie College of Medicine – Arnot Health, in Elmira, NY., and an interventional cardiology fellowship in 2023 at the McLaren Health Center of Michigan State University in Flint, Mich.,
He is board-certified by the American Board of Internal Medicine for Internal Medicine and Cardiovascular Diseases as well as by the Certification Board of Nuclear Cardiology and the National Board of Echocardiography, and in Level II Cardiac Computed Tomography.
He is a member of the American College of Cardiology – Fellow in Training, a member of the Society for Cardiovascular angiography & interventions – Fellow in Training, and a member of the American Society of Nuclear Cardiology.

Santos
The Guam Chamber of Commerce announced the election of eight directors to the 2024 Chamber Board. The six voting directors elected to serve a three-year term are Phillip Santos, senior account executive, Matson Navigation Co.; Lamonte James Beighley, CEO and head strategy, Mergers & Acquisitions, Citadel Pacific Ltd.; Mark J. Sablan, vice president for business development, South Pacific Petroleum Corp.; James S. Herbert III, general manager, Triple J Five Star Wholesale Foods Inc.; Benson F.F. Au-Yeung, president of Dragon Inc. and Soft Pacific Inc. which does business as Paradise Awning, and Juan Carlos Benitez, president and owner, The Washington Pacific Economic Development Group Inc.
