“With an increase in residents projected and associated cars on the road, it is imperative that we develop a traffic management system that can move traffic in the most efficient manner. Presently, it appears that some desktop concocted timing system is employed that prioritizes maintaining a 35 mph speed limit on Marine Corps Drive. It obviously doesn’t work. The moment someone pushes a pedestrian crosswalk button, or there is a fender bender (or worse), the entire system chokes and backs up. It is no wonder that Guam drivers run red lights a lot. Sitting at an intersection for five minutes with no cars actually going through it half of the time because timing cycles are off is not only frustrating, it also wastes energy.”
