The transformation of Saipan’s former Puerto Rico dump into the Gov. Eloy S. Inos Peace Park was highlighted in an article published in Civil Engineering, the official magazine of the American Society of Civil Engineers. “Landfill transformed into Peace Park,” written by Catherine Cardno, notes that the former landfill is now a “highly visible and inviting destination,” which serves as a model of compliance to the Resource Conservation and Recovery Act under the U.S. Environmental Protection Agency.

The landfill grew to a 90-foot-high mound containing an estimated 1.75 million cubic yards of waste. The $27.2 million project was completed in March and transformed the landfill into parkland with a thick liner system and an extensive storm-water drainage and tribar revetment protection system.
